BannersFast.info is a FREE banner maker, it will let you make free banners for your site and unlike other banner makers it does not have a little txt on there that says like "Made by BannersFast.info"
it don't take up a lot of space because after 5 banners it deletes the older ones, so you are not keeping 400 or 500 banners on your server you can always change that in the script it self.
