Is Snapnames able to backorder ccTLD domains? If one gets a backordered ccTLD domain and he's the only bidder, will he pay $59 for 1-year registration regardless of the TLD?

The only ccTLD other than .us I could find is .ca which I added to my website. They can be backordered at pool.com and sibername.com. You can find a searchable list of .ca on namecatch.com with dictionary domain sorting as well. There are some good dictionary domains dropping in that TLD.
Each ccTLD works differently. If you tell what ccTLD you are interested in somebody might give you detailed information. However, many domainers don't share too much information on this subject.

The ccTLD is .be - Snapnames let me finalize my backorder for the domain. And from what I see, Snapnames lets you backorder virtually any extension without any notice of 'invalid TLD' like you have, for example, with Google backorders. How can it be possible?
Don't worry about what Snapnames lets you backorder. I agree that they shouldn't let you backorder extensions that can not catch because it is misleading for the customer.
What you need to do now is to find out how .be works. Do they have a grace period? Do they have pending delete? Do they drop at a certain day and time? Can you find a list of expiring .be domains?
The reason why you need to look into this issue is because, it might be more complicated than you imagine. For instance .de domains don't have pending delete or grace period and they don't drop at a certain time. They drop randomly and there is no expiring domain list. Their system is designed to avoid backorders and dropcatching. Although it doesn't work and a guy has found a way around with nameserver monitoring.
