If dealing in popular cities, possibly XXX potential. The word "france" is bigger, in terms of scope, than saying "paris". So, the word "france" is the ideal, in the given situation. I'd consider "budget paris" having maybe XXX potential, but not as juicy. The likes of "budget las vegas" managed to fetch a XXX bid

Bit of a waiting game selling specific locations, and tough. Plus, if the location isn't "big", such as a major capital (london, paris, tokyo, berlin etc), I wouldn't bother
