It is spanish.

In spanish we use the "¡" and the "¿" in the begining of the exclamation and question sentences.

All the spanish keyboards come with the "¿,¡" key next to the bacspace key.

[alt] + 173 = ¡

You need to use the numeric keypad, not the "regular" number keys.

They also often have a numeric keypad "integrated" into the other keys. You'd only need to activate it with the Fn key.
