Should I just sell or develope

IMO...

Development is the only way you are going to be able sell these domains for much more than reg-low $xx.

So unless you aren't very concerned with making some sort of profit...

I'd say develop.

I agree, the only option is to develop them and market them properly for you to get something of these names while selling. At this point without any development I don't think you'll get anything more than the reg. fee.

hmm i pay isnt actually developed, its just a turnkey website without any content, so i guess you can do more on it, development on a nice name can make you good $$$
