Appraisal.. Before or after buying domains?

I always ask this question :

If i already buy a domain, why i need an appraisal? i can try to sell it even for $xx. it's better than lose money for appraisal.

So, i think the appraisal should always be before buying, in order to know the Value of your domain (more n less). no one want to buy ugly domains of course. And , if this is the situation, I think the appraisal operation Must be FREEE service in every domainsellers websites, Just to encourage people buying domains.

Im i right?.
