question Anyone using Tout app to approach an end user

Hello everyone,

any experiences with tout app? In my understanding it may be a nice tools to organize
a contacts for a potential end users per each niche / location / service / product, etc.
I am just afraid it's lot more like a spam to crate a lot of contacts and send emails in bulk.
Any advice, opinion, please? Thanks!
