After Some Advice About Expiring Domains

Hi,
I hope someone on this forum can give me some advice.
I recentley was told that buying an expiring domain with pr would be better than buying a new domain because you get the pr that is on the expired domain.
However, I was then told by a different person, that when an expired domain is re registered by a new person google wipe out any pr that was on it.

Which is correct?

Second... As I know of, the PR is not wiped out immediatly. I have PR domains which I have bought or got from expiring domains and they still got there PR, but if you just have it at parking, it will/can eventually loose the PR.
