That is true, but it wasn't always. Some people still sell accounts that were created before the $8.95 limitation. Occasionally you'll see them listed for sale here on NamePros, or on eBay.
You can buy $6.95 accounts created 3 years ago but beware who you buy them from, the reseller who sells you the account may raise the price after the sale.
Only older grandfathered accounts are below $8.95. I have heard of people creating $8.95 accounts and then rebating back part of the profit, in effect creating a lower price, but it sounds like a nighmare to keep track of. Particularly since enom doesn't release profits for like 90 days.
The only way to get an enom account for less is to buy in at enom. Basically you prepay for 1000 domain years ($6950) and use that for registrations and renewals.
I have one of the $6.95 grandfathered accounts, but just through negotiation have obtained even lower prices at 3 other registrars as well without the prepayment. 500 names or so will give you enough negotiation power to get better pricing.
For a while, I found registerfly to be very close to enom in pricing. You could buy a package of only 500 registrations/renewals for $3625, which is $7.25 per name, and charge it. If you charge or use paypal at enom, they ding you for 3%, making the $6.95 price more like $7.16 after the fee. This made registerfly only $.09 more, but you only had to pay half the amount up front.
