Say that you want to move it to another 1and1 customer.
I had such case, and was understood by Solutions team from my 1st email (lock was disabled).
It is ICANN recommended policy.
Opt-in by default.
have you done more than 1 ? , any tips for those still seeing 10$ ? : )
Is there any sales e-mail? I couldn't find it. I need to ask some questions before buying domains.
A few months ago they answered me when I wrote to this email address:

Thanks.
It shows just $1 (not $4) for me - probably because I'm a new customer.
Thanks for informing!...I paid via paypal, so payment deducted from my bank account but now I checked that paypal shows authorised only.Antifraud procedure for new accounts takes up to 48h.
And payment wasn't deducted, just authorized.

This only applies to their $1 .com promo (one domain per user).
For example, I am a new user who does not live in the US. When I add a .COM domain to my cart, ionos offers me a two-year payment:
Show attachment 185804
If I change 2 years to 1 year, then I will be shown the regular price, not $1 dollar:
Show attachment 185806
Residents of the United States, if they change two years to one year, will still see the price of $1
Thanks, so limit is 10 .COMs per customer.
And it really works for existent customers, because I see $4 on my checkout as well.
Regarding their internal transfers....
Yes, the gaining account will be charged for additional 1 year like in case of transfer from another registrar.
I guess, this is traditional March promo from Verisign...ps do u know when this 10xcom promo ends?
No.so the domains will remain unregistered then ?
March'31.So I took advantage of the very good price transferring a few .co, .info, and .org.
But I cannot seem to get the $4 .com transfer deal that is mentioned in this thread.
The .com transfers keeps appearing in my cart as $10, and I remove and try again.. ad infinitum.
