2 Letter Domains Question

I'm very interested to know which country domains are available to everyone and there are two character domains that aren't registered. If you know of any can you please list the extension, the country and the cost of registration.

I'll start with what I know:

Extension: .vg
Country: Virgin Islands
Cost of Registration: $35

Also, why do some domain companies not sell two letter domains? Is it too complex for their software or is there some criteria that must be met for them to be able to sell short domains?
