i was thinking two letter .in and co.in were never released to public

But i see a domain MM.CO.IN ..you can check https://www.whois.com/whois/mm.co.in

Can we get one though a contact in inregistry or how did it go ?

This name has been registered since June 2004. So I suppose this domain was registered before the rules were set and thus it is grandfathered.
There is a list of reserved names (if it's current) and it also states that "The registry does not allow registrations of one or two characters in length". But the names that already exist shouldn't be affected.
