Its Mysql.All of the files are editable since they're static pages.
Changing the top/bottom includes could change the graphics and look. There's a styles.css file in each site to change the text format

So if this guy is allowed to resell them then why can't others. I have contacted you by email about this but you refuse to do anything about it. Those of us that paid full price for these sites are not happy with this. I think you need ot do something about it.

He is selling them for peanuts and completely whoring your product out while those of us who paid full price have to sit idly by and watch it happen. Not fair. Not fair at all.
