ive been buying these prepaid cards and sometimes paypal wont let me use them for online purchases, sometimes it does

i know i can send money to people on paypal with it

I think virtual cards are considered not safe / not secure, thus why they don't work. Using their prepaid card eliminates this problem. Contact Paypal support to find out more about it and how to spend the money / put money into it on their site.

Best is you buy bitcoins with your prepaid card, then trade bitcoins with Paypal. No one will distrust as bitcoin payment is not reversible. However, trade only with reputed traders as Paypal payment is reversible
