I actually have a similar idea. I want to start a digg-like site where users can submit and vote on sites (Also the domains will be reviewed manually before approval). depending on the rating the domains are classified as worth surfing and users get a worth surfing badge which they can display on their sites.
But I am neither a good coder nor am rich enough to hire someone do this for me.
Definitely a mid-high XXX to an end user wishing to do as you described (finding such a user may take time however), provided with no content. If I were you, I'd spend a few days learning how to develop such a site -- it's much easier nowadays then back in the day when I learnt how (about 8 years ago). There's so many good resources on Google -- it wouldn't take long at all to learn how to 'do it yourself'. You could quite conceivably get XXXX offers if you developed it, get decent traffic, etc...
you dont really have to be a coder to get something like this online check out content management systems, you can try demos and read reviews at http://opensourcecms.com i use one called joomla alot (joomla.org)
thanks for the lead (and the inspiration!) guys. I found a script called indexu - I am gonna buy it and start the site and see if i can modify the script to make it work for me.
