WORDPRESS expert and php needed RIGHT TO LEFT SITE

site explain :

a RIGHT TO LEFT ( hebrew ) site.

a homepage with random question, that we need to insert manually., TEXT THAT WILL DISPLAY THE PRIZE.

a empty answer field / form that need to be like this :

first name, last name, e-mail adress, answer. and SUBMIT button.

WE ARE NOT LET THEM KNOW IF THE ANSWER IS CORRECT OR NOT, ONLY WHEN THE TIMER GET FINISH.

and below that a countdown timer, that the quiz will be closed. that's it.

FOR THE Integrity of the site, we will need also on the homepage to be on the bottom, a list of 10 people who answerd, and be able to go "next page" on the same homepage to see the other 11-20 people who answerd. and so on so on...

SO, it's somthing like this ( example ) :
