A couple years ago .Pro was started up in the 3rd level for certified professionals ..registrations were $400 for 3rd level domains ..

After a couple years it was apparent that the restrictions were over bearing and the price too high and there were only a few hundred registrations under those terms.
In Late 2004 Encirca took matters into their own hands and opened up the second level registrations by allowing anyone to own a .Pro by using Encircas credentials as the registrant .. and lowering the price to $100!

"You retain the FULL BENEFITS of domain registration. As Admin, Technical and Billing Contact: You can sell, renew or cancel your domain; set-up the nameservers for your domain; and resolve disputes involving your domain.
Domains maintained by EnCirca's ProForwarding service may be transferred in a private sale to a third party at any time. Owner transfer is accomplished via EnCirca's free Account Move utility "
