The table included is basically correct, but the following is missed imo:

1) DNS servers used by the website owner. Should be fast and anycast. Slow or non-responsive dns ==> slow name resolution for the main domain and any other (sub)domains serving images etc.:

Also, free registrar-based dns servers are never the best. DNS provided by the webhosting company may be better, but not always.

2) Bad bots. Yandex bot, for example, even though it is a legitimate search engine, is now blocked by a lot of shared hosting providers due to extremely high load caused. They tend to open all pages and all websites hosted at the same time.... The last but not the least, investigative bots from our industry affect website(s) performance and are frequently blocked - all intelium bots (estibot, domainiq, dropping .com), whois.sc aka domaintools, etc...

Does anybody remember 14.4k dialup-modems where you were lucky to get 2 or 3kb/s, and the simple act of placing a tiny 8 bit GIF on your webpage adversely affected the load time of your page.

Optimising code and content made a huge difference.

I made domlinks.com on Wix and it takes an absolute age to load up due to the amount of links. Not sure what I can do about it but the traffic evaporated lol.

Load time quite long. Single page overcrowded with too many links and info. Search functions with category list (menu) might solve the problem. And you don't need all those bloated widgets behind the scene. Since the info is more or less static, consider using flat text file for data storage/retrieval instead of sql database.

It waited about 20 seconds and it was still trying to load the page.

If it's simply a page of links (I'm just guessing that's what it is) try publishing it as a basic html page.

If you are trying to do something simple, a CMS introduces a lot of unnecessary code.

Edit: see that 'PORTFOLIO' link in my signature? That page has over 450 links, and should load in a split second. The page may not be pretty because I have not bothered too much with the style sheet, but the HTML5 code is as clean as it gets.

Actually, it is still possible to set a modern website which would work with such a connection. Which any webmaster should at least try :) Just do not add random (but allegedly cool) wordpress plugins if it is wordpress. Convert wordpress to static html. Optimize graphics - many webmasters do not care and post bmp's! Stop spying on your visitors - eliminate all the spying code. Think about fonts - is it always necessary to link to google fonts which would give G extra data, and cause extra (invisible) download of "cool" fonts?
Learn some css, it is not that hard. Select a good webhost (one that does not oversell the resources).
Just a few tips :)

Let me add. Avoid shared hosting instead go VPS. No much difference in cost, but difference in performance and benefits as clear as daylight.

My new shared Cloud Hosting is probably up to twice as fast than my previous VPS. The VPS was from a major player and my share Cloud Hosting is from a much smaller player. Both are fully supported.

Probably. I can test the load time (latency) - with your permission.
Whatever the case, do remember that privacy is a major concern in cloud hosting. If you are not encrypting your data, then it risks being accessed by random neighbors without hindrance. That's the nature of cloud hosting. Good if you don't have sensitive data or don't care about privacy.

Graphics take time to load your website, I suggest you scan a website with GTMetrix and decrease the size of images

If a website takes a long time to load, this can have adverse effects on the user experience, site traffic, and SEO. Websites that are optimized for performance have an advantage over slow websites.
