That's the case with some of these new extensions. They won't all catch on, but some will hopefully. The ones that do will more than likely be from countries that are highly populated and have good economies.
A lot of new extensions are only released to pad a company's pocket.
Out of the hundreds of other choices, why do you think that there should be more interest in .ph domain names? It is true that there are many good keywords still available in .ph, but the same can .be said of many other extensions (ccTLD's) at this point.
Just looking at why you're interested in them now.

.ph is the ccTLD of my country, the Philippines. Almost all the sites I've seen with .ph are only the local businesses here, or those international companies which have a local consumer base here. Otherwise, I haven't seen yet general sites with this extension.
right so we have
.WS as Web Site
.TV as Television
.AM as Am Radio
.FM as FM Radio
what do we promote .PH as
"Pretty Horrendous"
"Pathetically Horrible"
"PotHeads"
I suppose .ph(one) may work
Jeez we have enough arguments about the use of gTLD's like .info and .net
and over excellent ccTLD's like .WS and .CC
without another one like .ph
How about we leave it for the Philipines Use
and just keep using the ones we already use
ccTLD's are the future.. and even the present in certain countries. Ask a german individual, a dutch or a swede, what they would prefer. .com or their ccTLD?
Philippines IS a major country with population of 85 000 000. The question is if the local ccTLD is widely used or not. I don't know if that is the case in Philippines.
I like investing and developing in .ph domains, and would be mighty pleased if all you greedy domainers (other than greedy ol' me, that is) stay away from my country's namespace. :p
Seriously, the $35 per year price tag is a major reason domainers feel it too risky.
Seriously, the main reason why .ph and other ccTLDs aren't popular is just the
same as another product or service: marketing.
.com wasn't as popular back then as they are now. But as time went by, with
all the active promotions made for domains ending in .com, .com "established"
itself eventually as a brand of its own.
.com just stuck in people's minds as the "premier" domain extension to grab.
