Which registrar is best at managing user permissions?

I only have experience with a few registrars like GoDaddy, Network Solutions, Moniker... etc. None of them seems to let me manage users with specific permissions for each domain name in my portfolio.

Any registrar out there allows owners to delegate domain management responsibilities to different people? For example, send invoices to Finance department, Assign DNS to IT department.
