Which registrar follow 60 days for pre-release drops?

I know domain names I caught at snapnames if registered at enom I can transfer pretty soon. And godaddy really need to wait for 60 days if the registrant
info is changed. I have the following registrars as result of snapnames,
I would like to know which registrar allow you to transfer sooner:

If the domain was dropped then you always have to wait for 60 days from creation date to transfer to another registrar. This is a rule enforced by the central registries for .com, .net etc.
If it's a prerelease name (expired but registered by a previous owner for some time) then it's different and you should be able to move fast.
godaddy just likes to lock the name for another 60 days when you change registrant info but most reputable registrars don't do that. It has nothing to do with the 60-day ICANN rule but I guess they welcome the confusion to justify their rules :imho:

for those names I got, how do I know if a names is "dropped" or "prerelease name"?

I did not keep track how I ordered them.

Just look at creation date in whois

I thought only godaddy counts the change of contact info as the start of the 60 days. networksolutions.com also enforces the policy:

"We were unable to process the request to transfer xx to another domain name service provider.

Specifically, the domain name registration was not eligible for transfer because:
The domain cannot be transferred to another registrar for a period of 60 days following a change in Primary Contact or WHOIS Admin Contact."
