It depends on how you fund your PayPal account. If you fund your PayPal account with a credit card (which you have to pay interest on) it will be more expensive than funding it from your bank account (which doesn't charge any fees since you already have the money). Of course I'm from the US so that's my point of view. It might be different for you, I don't know if you have to pay any fees for $ exchange or anything like that.
It also depends, you need to find it out yourself.
Paypal charges different handling fees for different countries when you fund it by CC. Your CC company may (or may not) impose some handling charges when you pay foreign currencies. It really depends.
For my CC company it doesn't charge me any extra, but I don't know if it earned something from the exchange rate.
