In theory $7.99 is the cheapest rate advertised by both GoDaddy and ResellerClub, but at RC you typically need to pre-pay several hundred dollars to open an account.

GoDaddy of course adds the ICANN fee of $0.20 to the advertised price, so in effect it's $8.19.
