When you transfer to a different registrar, you simply have to pay their annual registration fee for the domain. That adds an additional year to your current expiration date. So you're getting your money's worth. It's not a separate fee to 'transfer', it's just the normal registration fee at the new registrar of your choice. But again, if you are just moving the domain to someone else's account within the same registrar, there is no cost. But you're not adding an extra year to the expiration either.
