The quality backlinks are the relevant and High PR links from authority sites.

Sometimes, people also associate PageRank with quality. Therefore, a quality backlink is one that is relevant in context and of high page importance :)

it means if you have a website about cars you should get a link from a car website.
it also helps if you have a link from the car site that has high PR. this should be non-paid links. the best is a natural link.

How can a search engine know if I paid some dollars to the website owner for putting my link someplace in the content or partners page.

In many cases it can't, but if the site is advertising links for sale that could give them a strong hint. Sites that are known to sell links face various penalties, including losing the ability to pass PR, and in these cases all external links are just assumed to be bought and so devalued.

Qualitylinks are links that are relevant to your site(s), and from sites that are autoritive. Backlinks.. are just regular links to your site from any other site.

Remember, some of your incoming links are backinks by Google, some by MSN etc.
Incoming links not the same as baclinks.
