I am overwhelmed with the number of options out there.

I don't care if I have to pay or if its free, I want to know what you recommend to get up and running quickly with little setup and tweaking.

I tried using Mambo before but it doesnt work for this project. I don't want Drupal.

PHPCow was looking okay, but still not sure because of their 100 question signup form and no direct credit card use.

To set up something quick try snews. The whole cms is one file and they have a lot of nice templates. And it's free.

And in case you don't have enough to choose from: www.opensourcecms.com

It really depends on what you're trying to achieve. If your CMS is supposed to bring hardcopy content of your paper online, then you might want to consider looking at the CMS systems that newspapers are using.
The downside, most papers pay up to 10k/mth for their CMS with updates, tech support, cron jobs to update content, breaking news, etc. This is the absolute professional solution though.
If you're looking for "just a CMS" then i'd recommend to give www.cmsmatrix.org a shot, they let you compare CMS systems side-by-side. For the case that you're planning on including a forum, you may also want to check with www.forummatrix.org, also a side-by-side comparison and see which forums are bridgable into a CMS.
Little hint on the side, i've tried e107, it's a CMS where the forum is already built in. I'm sure there are more than the one i tried.
One of the most regarded ones is Joomla, they also provide a ton of modifications and add ons.

If you're working for a newspaper company that needs a CMS, PM me.

What are the requirements of the CMS and why are Mambo/Joomal and Drupal inadequate?

Movable Type is very popular among the major newspapers. I think something like ExpressionEngine may be adequate and still cost-efficient. Wordpress may also do, if you have a blogging component.

Well I did have a site setup with Mambo. But I spent too much time trying to make it look less like Mambo and more like a real newspaper online.

Their is no hard copy to transfer, the site will rely on RSS feeds and be supported via ads. I would like to add embedded video from other sources like maybe a news website that allows this.

Drupal was very light and boring looking, so I dumped that idea. Like I said, I don't wanna spend 6 weeks to setup a basic news site with just some RSS feeds and a few ads like Google Adsense, or Amazon links.
