If highest bidder fails to pay for the domain then it goes to second bidder with what value or second highest bid?

All winning (defaulting) bidders bids are removed I believe.

Bidder 1 - $5
Bidder 2 - $10
Bidder 1 - $15
Bidder 2 - $20
Bidder 3 - $25
Bidder 2 - $30
Bidder 3 - $35
Bidder 2 - $40
Bidder 3 - $45

If Bidder 3 fails to pay, Bidder 2 can get it for $20. A shill bidders wet dream.

In godaddy they remove ALL the bids of the non paying winner and in Dynadot they remove only the highest bid of the non paying winner.

You would need to ask GoDaddy support team.

they tell to email the team but team never replies + I have heard that godaddy do not pass that to second bidder anymore and put that again on auction instead.
