What happens after GoDaddy Closeouts?

Hi,

I want to ask what happens to a domain name after no one grabs it in closeouts?

It expires and then it can be regged as a new domain name?
Or it can be backordered with Dropcatch, Pheenix?

You must wait until it reaches 'Pending Delete' and eventually drops so you can try catching it with dropcatch or pheenix.
