What freelancer site is best for finding script writers?

Which is the best site to find a freelance script author? There are all sorts of sites like elance.com and Scriptlance.com, but is there one that has the most reputable people?

What should I watch out for as well?

(Looking for a script author that can do some decent CSS design work for a template that includes RSS feed (RSS/Atom) parsing and Adsense placements. Must know some php to be able to read information from a config file into the script. No database requirements.)
