Since Washington DC is well known, I think the domain is worth registration fee. Otherwise I would say worthless as is the case with almost all .name domains :td:

Bought it eclusively for the high frequency.
Austria.name was sold for 850 (april 2007)
Muenchen.name for 544 (december 2007)
They have a much lesser frequency than washingtondc.

You are clear of the value of .name extension. Then Hope this domain fetches you something. You can be sure of traffic but the value is a big question mark....
In the meantime - maybe a simple business directory or government directory would be google friendly and bring some traffic - even if it is just one alphabetized static page that people use Ctrl F to find info they seek.
