[Wanted] Website redesign for small bio-tech firm

Greetings,

I'm looking for quotes/concepts for a redesign of the following website:

QuarTek Corporation - Profile

No flash intro is needed, but the website feels cheap and thrown together so it needs more than a minor "facelift."
We'd probably like to keep the colors *similar*, but there is no real color scheme at the moment, so creativity and vision is definitely welcome here.
I would need some sort of "concept" to either be described in words, or in a flat PSD with placeholders, as well as projected cost and delivery time-frame.

Are you looking for just a PSD, or coded pages? HTML/CSS?

Would take either one depending on what you offer. Will pay more for the site to be fully coded, of course, but PSD is a quicker way to adjust layout and to work through things.
