Established Want lots of traffic, earnings but don't want to run a proxy?

We all know that Proxy sites can be very profitable. Lots of traffic, always new people clamoring for a reliable proxy
because their old one got banned, good possible Adsense earnings, banner ad sales, etc.

BUT, we also know most hosts will ban you if you run a proxy on your account, especially on shared hosting. So, if

The site was just created so there is little traffic now. The new owner will need to submit the site to the proxy listings and can offer free listing to proxy owners or trade
links or banners etc to build up the traffic.
