Ok, so I needed some proxy hosting, and ordered it form vT16.com. But they were taking way to long to activate the hosting account. So I hit the cancel button. But then, about 10 minutes later, BAM, the account was activated. But I ordered the hosting from another company, so I requested a refund, but he refused.

Now, I don't know what to do, I found out he lives in Norway and the server is in the Netherlands, so that causes some problems.
This was only a $3 purchase, but I don't want this to happen to other people, but I know it has.

Your account was activated! Just a small issue from WHMCS side with the mail send, and i am sorry! But we don't offer refunds on Proxy & VPS webhosting as our TOS states! You are more then welcome to get your account re-setup if that is what you wish!

I don't think that your Terms of Service are valid in this case. I canceled before my account was activated, because it was taking longer than expected and none of your lines of support were working. Then, after I requested cancellation, you activated my account.
Your Terms of Service are also very confusing and illogical, also contradictory. (...However, if customer cancels fifth teen (10) days before...) 15 or 10?
"You may cancel your account at any time and receive a full refund (excluding any setup fees or domain name registrations fees incurred) if cancelled within our thirty (28) day money-back guarantee period. To receive this refund, you may not be on a custom package of any sort. You must be on one of the pre-created packages by vT16 that is listed on our site. You may cancel for any reason."
But then you say:
" No refunds on ssl's, domain's, Proxy hosting or VPS under any circumstances."
According to the first statement, i should be able to receive a full refund. But the second says I should not. So, I can receive a refund, but then I cannot in the second instance?
Please do make a refund to myself via PayPal in full of what I paid or I will be forced to take further action.

There is nothing wrong with my tos! Yes, i realize that the first part is wrongly written! But thank you for notifying me!
About the second part, then when you read it, it means for all packages! But then after that sentence Proxy, SSL and Reseller is excluded which leaves Shared and Resellers left!! Which is no confusing at all! And since you first notice this know, then i am pretty sure you didnt read the TOS before you signed up!
A refund will not be given, and i apologize for this! Yes, we have had Paypal claims from different proxy clients like you who didnt read the TOS and wanted to cancel or move during to better offers! And they all lost the paypal dispute as this is an virtual item as not refunded by paypal TOS! If you have read it
