I honestly wouldn't have paid much more than $5k let alone that much, so I'm thinking it's an end-user. GREAT sale though, especially to give LLL quotes to people i.e. "VFG.com sold for $17,000, so OTY.com for $9,000 is very reasonable!"

F = Barely over the "better" letter line. 15 letters are better, 10 are worse.
