If a domain goes unrenewed, then later gets picked up, ((for purposes of re-selling and real value)) was it created in 1999 (original archive records), or in 2004 (current whois, after getting renewed from 'dormant')?

If I get what you mean, you're asking if a domain expires and you register it who's information shows in the whois registry?
If that is the case, your information would show in the whois registry.
However, it MAY be possible if anyone queried the domain back in 1999 it maybe be archived with certain websites such as domaintools.com

I'm asking about value.
Will a buyer recognize the value of an 'old' domain, if shown the archive records proving it was originally created in '1999' (for example)?
Or is there a 'penalty' for having let it expire? (meaning people see 2004 on the whois, and will refuse to accept it as a valuable 'old' domain, even if offered a chance to view the archives.
