.tv registrar recommendations?

hi everyone, please be gentle as this is my first post !

I am looking to register a .tv domain and would like some suggestions and recommendations, please.

Firstly, is the .tv suffix open to one and all, or is it businesses only, or US citizens only, etc?

Also, Ive had a look around and costs are around $40-$50 per domain, is this usual, or can anyone recommend (I hate to over use the word) a cheap registrar for this domain type?

Godaddy is the second cheapest option (AFAIK) for .tv domains. I've only registered one .tv and it was at godaddy (godaddy.com).

the question is now, which out of the 10 or so .tv names Ive come across do i register !
