.tv .TV auction. Where is it exactly held and how?

I saw the new thread started by equity78, and I'm wondering as to where the auction is held (ie URL of the auction) and how the bidding process works.
Would anybody attending the auction please share the knowledge on how it works for some people who are not too familiar with it?
