To Develop or Not to Develop

I know this subject has been discussed countless times, but this question is a bit different.

Generic domains generating revenue usually sell for anywhere between 10-30 year revenue multiples. Developed websites generating revenue usually only sell for 2-3 years revenue MAX. So if I plan to sell my generic domains, should I develop or not? Even if I can generate 3x the revenue by developing it, wouldn't I have a hard time selling it for the same 10-30 year revenue multiple?

Developed domain needs to be updated to get returning traffic that makes some CTR and sales.
If You have plenty of domains, just develop best and save time by parking the rest at good company like Parked, Namedrive, etc. that makes high PPC and CTR with relevant ads over 10%.

If generic domain is well developed,it has backlinks, pagerank, trustrank, and traffic so it generates more and is far more valuable then undeveloped generic.
