Some of the funds he's planning on taking are ones allocated but not yet contracted to the Army Corps of Engineers for recovery and preventative measures for areas which have been affected by floods, hurricanes, wildfires - Texas, Florida, Louisiana, Puerto Rico, California ...

Some people in those red states can't be too happy about that...

No, IMO , it is absolutely not a reason to declare a national emergency, and for very obvious reason that I have already covered in regards to illegal immigration.
