Hurricanes and typhoons are natural disasters than happen everywhere for a 100,000+ years even Jupiter has a storm for as long as I remember. You canโ€™t blame the US for everything. I recall in the 1990โ€™s in my surplus business, I knew companies who bought up thousands of lots at auction of old useless terminals. They broke them into pieces and shipped then for recycling to Taiwan imported as โ€œbreakageโ€ it was called. Containers full of old computer terminals with all sorts of toxic stuff. The Taiwanese polluted their own country by capitalisim and greed with this practice. So, who should pay for the clean up? Please donโ€™t tell me the US Taxpayer. It was self inflicted.

Progress has been made. Overpopulation is at the heart of the problem. Plastic containers everywhere and floating in the ocean.
In CA for example, The carbon emissions have been reduced with gasoline and fossil fuels having alcohol mixed in and regulations on factories and design ie: catalytic converters in Autoโ€™s. Factories seal their drains off and need to remove industrial waste in 55 gallon drums, you cannot even have a metal plating company in LA due to all the regulations. Same with spaying paint, permits are expensive and scrubbers everywhere.

So Apple, who does not mfg anything I know of currently in the states sends all their iPhone contract work over to Foxconn in China and they have horrible air quality and negligence. Should the US pay for that too?

The Germans created the VW, exported it worldwide for many years. Who should pay for their past sins in their industrial pollution? The auto buyer or the manufacturer and all their subcontractors?

Extrapolate that to all polluting industries in chemical production, oil refineries, plastic manufacturing, etc and all consumers consuming and disposing waste into landfills, like the convenience of Pampers instead of cloth diapers.

The problems do not originate in the USA, nor should the USA pay for cleaning up other countries messes that are self inflicted capitalism. I believe coal poluttion and use was wide spread in polluting the UK prior to colonization of the USA. The first mines in India were in 1774. China has been traced back to 3400 BC using coal.

Now, here we are years and years later and again my question is who pays the clean up bill?

Certainly not. Who said that ? Unless you export pollution, which is an interesting question. The Foxconn example you quoted is a reminder that in today's globalized world the rich nations have outsourced part of their environmental duties.
But afaik the US is still among the biggest polluters, if not the biggest polluter in proportion to population. And we know that pollution knows no bounds.
What I am saying is that the countries that pollute the most (per capita) should make the greatest effort. That is fair.
Again, there is only one country that is not part of the Paris accord, not even acknowledging we have a problem that needs to be addressed. And it is not presenting an alternative plan. The order of the day is Go business, America first, to hell with the environment and screw the rest of the world. I know it sounds harsh but that's the perception.
If there is one country that not being fair here, it is the US that is expecting the rest of the world to make up for its lack of efforts. Sorry for singling out that country once again, but when it's justified...

Farage is such an idiot. And the UK is not laughing now, they are in a big mess, they shot themselves in the foot. Guess what, Mr Farage is not delivering the solution, he's out of business and watching from the sidelines. He may even have a second passport, a luxury that most UK citizens don't have.

He should be honored with a US passport. Trump should hire him for his cabinet as the โ€œbull in the Chinaโ€ shop. As the outside terminator he could have the unique position as a human resources coordinator to layoff 30% of the Swamp dwelling bureacracy. That would help reduce the debt. Then give those 30% free passports to expatriate and reinvigorate and repopulate the UK instead of the other useless incompatible religious and cultural migrants tax consumers.

Kate you are super intelligent in many areas. But stating โ€œExporting polutionโ€ isnโ€™t logical. The manner of production and means and resources of manufacturing is up to the subcontractor. This isnโ€™t something dictated to cut corners and pollute written in the specifications by the prime contractor. In fact, have you ever had a US Govt or US prime contractor issue you a subcontrator contract? I have signed many in my other businesses. The reams of regulations mandating what materials and processes are used, how disposal is to occur, who you hire, etc itโ€™s a huge pile of FAR regulations that cover all those bases.

So, if Apple sells their products into the US Govt they must comply with such regulations, and furthermore they pass down those FARโ€™s to their contractors. Itโ€™s the responsibility of the subcontractor to comply. Just because Apple buys iPhones from the low bidder and the local companies disregard those regulations and pollute and exploit workers isnโ€™t the fault of Apple. And the huge profit margins Apple makes because people are consumer sheep willing to pay $1000. for a $50 mfg cost product and they need the โ€œstatusโ€ of an iPhone isnโ€™t the responsibilty of Apple to be taxed on profits of success and pollution caused by noncompliance overseas.

Bring in Nigel, an outsider to help reduce the bloated overhead and clean up. He has no political problem from either side. Outside Consultants are often brought into bloated corporations to take the brunt of harrassment and difficulty of layoffs.
