Biden had nothing to do with it. Trump spearheaded the development, Congress financed the distribution and Governors ( Republican Leaders ) coordinated the distribution.

Some damn yankee general showed up with troops in Galveston, Texas and declared all blacks in Texas were free.
Celebrations broke out among newly freed Black people, and Juneteenth was born.

Dozens more Portland Cops have just resigned from the department … I guess their conscious was fucking with them .. for turning a blind eye and allow the city to be destroyed ..
