It seems .PRO is slowly coming out of the cage with cheaper reg prices than they were a year ago and major registrars like netsol taking notice of the extension and promoting it.

Yes, Transfer-fee is the same as Reg (and as for all other TLDs at 1and1): $2.17 in Cart.
Transferring first 2 domains... but to be sure 100% - final invoice is needed (it will be issued 1+ days upon completion)...

Main suggestions from my experience with 1and1 since Dec'2009 to avoid or minimize billing-issues:
1) Use PayPal only;
2) Do NOT initiate transfers via their panel, ALWAYS start here: 1and1.com/domain-transfer
3) Do NOT forget to turn OFF autorenewal (via panel)... in some cases use: cancel.1and1.com
4) If any billing-issues - contact: billing (AT) 1and1.com and/or call them.
