The "Appraise" icon - Question

Hi, i see that when I post a thread into the appraisal section, this icon

is never showed .
But some people have this icon every time they post their appraisal request.
Is possible to obtain this icon? And how?

Ok, but I don't have all this icons in my panel. Maybe is due to my actual "New Member" status that gives me some limitations?

These are the icons I see when posting into the Appraisal section of the forum.

As you can see there is not any "Appraise" icon.
Can you explain why?

The icon is available only for members that have posted at least 26 messages.
