I am wondering if you could make a rule that the title for posts in that section does not reveal the members user name. The reason for this, is that recently many people have posted titles like "do not trust username" and "username scammed me".

Then you go to the actual post and they reveal that it was all a mistake, or it was problem from an external source. I find that by the time you have have read the title, you already have a bad idea of that person before you read what's happened.

Is it at all possible to add a rule not to put the username in the title, as it's extremely difficult to edit it out afterwards?

I think thats an excellent idea. I also don't necessairly think posts about NamePros members should be allowed unless they are already banned/suspended by the admins. If you truly have an issue with another member in a potential scam, you should be contacting the staff in the Private Message to Staff forum, and get it worked out, or have the appropriate punishments given.
