Domains like STOP.TV or DRUGS.TV would have value.

But...you really shouldn't have regged this domain unless you have specific development plans. I think this name would fit much better on the .ORG extension. This is a no-brainer grace delete.

That is not a good reason to register a ccTLD. How many of the other "taken" tlds are developed. My guess is those registrants (except for .COM) are wasting their money too.
