Sticky Thread using NP$

I would like to set one of my thread as a sticky thread, i know i need to purchase some NP$ to do this , but i tried to locate a way to purchase a sticky thread, how is this done ? , i could not find any order links in the NP$ Store. Do i have to contact the admin to get it setup ?.

Check the 2nd row and 2nd column. You won't be able to see the "Buy" link until you have 742.50 NP$'s
