Star under reputation bar should have mouseover text

Handy to have mouseover text that says "NamePros member over 6 months" through "NamePros Member over 2 years" for the stars that appear below the reputation bar, like the charity ribbons, etc.

I think that is a great idea Keith, and shouldn't be too hard to implement! It would also cut down on those threads of what do the stars mean...
