Is it MANDATORY for the 2nd place bidder on SN to purchase if the winning bidder can't/won't pay?

Nope. They are the next in line in case the payment of the first payment fails, but there has been a few cases where the payment has failed for the first few bidders and the 4th of 5th person got the name at a really good price.

But if you're second in line, there is definitely a small chance that you might end up with the name.

Only if it happened to me. :\

The situation is that I am the other bidder @ $60 and I don't want it after all. The only other bidder was the winner (first bidder @ $60).

Hence my qn on whether it was mandatory.

Whats the domain name?

If you don't really want the name, I suggest you find a way to make your payment fail. Which might not be possible at this time, since a pre-auth has already been done.

Yes, at snapnames discretion they can sell it to the 2nd highest bidder, or re-run the auction.
In the TOS you agreed to on signup.
So is it "mandatory" - in the situation you described, if they want you to buy it: then yes.

Sometimes it can be a good thing and other times its a pain that second bidder must take the name. I am so gutted- just got outbid in the dying seconds for a domain I had been high bidder on for a couple of days and desperately wanted. Got everything crossed the winner doesn't pay so it comes to me! Does anyone know, is there a way you can contact other snapnames users- i.e. people who outbid you!?

There are ways to make your payment fail...haha

You can also call them and tell them you dont want the name (just dont make a habit of it or they will cancel your account)....If you get the right person on the phone, they will cancel the transaction....I have done it before ;)
