Should I start developing my website?

I own 2 domain names and want to know witch one will be more sucessfull if I develop it. I seek on search engines but didn't found any answers.

Please suggest me witch to develop because will be more sucessful than the other.
(I add -- in domain to avoid google crawl)

1- W--e--h--o.biz will be a Business Directory and portal similar to the dot com but way better.

2- A--V--P--P.fr will be a FSBO website for France (AVPP is french for FSBO) I know french as well as english.

I can develop any of these but just want the best that will be sucessfull according to the domain name.

So should I develop 1 or 2?

Neither domain is particularly hot so any website you make will have to be successful in spite of the domain name.

Hyphanated domain need good content to derive traffic. So far I haven't seen any domain with so many hyphnes doing well.

I have following two domains and I get traffic mostly from article directories.
f-a-t-h-e-r.com
m-o-t-h-e-r.com
