Short film

Okay so I am taking a course, and one of the projects is making a short film on any topic you would like. I was wondering which program is the best for this. I am going to do a cartoon type animation about the presidency. Any ideas on which software to use? Thanks

for online..you can Adobe Flash CS3, best imo

for offline movie.. i prefer toon boom studio or adobe after effects. but since your talking about cartoon movie..then i would recommend Toon Boom Studio Pro. its a great software for creating cartoon movies.. you can also export it as .swf and use it online.
